And now you know who the stranger was from the last page, as well as a little bit of why he was paying so much attention...well, compared to other people in the room, at least.
I'm not sure whether Grimgrin would really dither over decisions like this. I thought that each possibility would be tempting in its own way, and most big planners can be cautious in the outset at least as they weigh their options, potential gain against potential risk.
